It's a bug with the white phial questline. If you have initiated the quest to find red eagle's sword, the same forsworn briarheart might be the target of both quests. This bug is fixed by version 1.9.26.0.8 of the official skyrim patch.
The Quest Points You Towards A Certain Forsworn Briar Heart, But I Had Already Killed That Guy Right Before Starting The Quest And The Quest Marker Kept Pointing To.
I really need some help on figuring out why this quest doesn't want to work for me.
